Perhaps Zane will use this opportunity of Voltan's... inactivity to carve out his own niche in the evil supervillaning scheme of things. Methinks, however, that I give Zane too much credit and he will struggle to even get to the rookie Henchman grade, let alone evil sidekick. Mind you, shutting down the Evilscope's outside transmission capacity will definitely prevent Miss Billingbrox from completing her quest for contact with local authorities/family/passing shipping etc, meaning Voltan can dispose of her in peace and at his leisure.
